Op onze interne mailinglijst is een discussie ontstaan (vanwege een aantal internationale leden, in het Engels) die we graag op dit weblog delen. Reacties van lezers van het Bolivia-Ahora blog zijn uiteraard welkom!

Maar nog los daarvan, de discussie gaat natuurlijk helemaal niet over hoe indiaans iemand is, maar op welke politieke merities hij valt af te rekenen. De massale identificatie van de boliviaansen bevolking met het hervormingsproject dat de MAS regering onderneemt, gaat zeker verder dan de vraag hoeveel indiaans bloed iemand door zijn aderen heeft stromen. Dat besef mag toch zeker wel van een journalist die zich Latijns amerika kundig noemt verwacht worden. Ik ben het met je eens dat " de oppositie" vaak over een kam wordt geschoren in de media. Dat klopt inderdaad niet. Maar als jij jezelf de taak stelt meer grijstinten aan te brengen in de manier waarop de NL media aandacht besteed aan deze, en als ik mag, vele andere kwesties, dan heb je dat doel toch niet echt een dienst bewezen met jouw optreden.
Je gaf de RTL4 nieuws directeur ook nog even de kans te beweren dat dit heerschap (Evo Morales) inderdaad toch niet helemaal fris is, met die banden met Chavez, en die nationaliseringen enzo.. Er zijn redenen te over de media een gebrek aan kennis en nuance te verwijten, ook in de manier waarop er over Bolivia wordt geschreven. Dit was een gemiste kans juist wat meer diepgang aan te brengen, en jouw bijdrage was daar mede verantwoordelijk voor. Het programma formaat is daarbij ook niet ideaal, dat moet gezegd.

I don’t believe Evo Morales tends to govern for the indigenous, more than the white or the mestizos, but I do think his policy tends to put the interests of the poor before the interests of the rich (although there are many things not going as effective as we would like in that sense) Is that inverse racism? I dont think so.
Above that, the fact that 67% re-elected Evo Morales in August, really reinforces his legitimy. Sofar the government has showed very little use of violence, responding to the chaos in the country. Imagine how our Dutch cops and army would respond if armed civilians occupy various government offices and gas installations. I do think that it is worrying that the pro government social movements (campesinos, ponchos rojos, alteños, etc) are assuming a rol of policemen, defending the government, wanting to confront the comites civicos and the Union Juvenil. The government should avoid this situation, that civilians confront civilians, and have a stronger preventional presence of the government forces in certain places.
I've seen the broadcast as well. The subjects were about two things:
1. Is Evo indian and is the mayority indian
2. The media (icl.Dutch) cover the riots by pushing Morales in the camp of the good guys and the protesters in the camp of the guys. Koopman: "That's too simplistic. Morales is creating a hardline regime by developing a policy in which reversable racism is used."
About the first point I can be brief. It's a whole lot of @!*&^$*@. As long as diverse world population consensus or indexes show different numbers about the percentage of indians living in Bolivia, then it's not worth to discuss it until a new investigation has proved otherwise.
Furthermore, Koopman believes Evo is no Indian ("nobody has heard him ever talk Aymara"), but has no proof. The policy in news coverage is, if you have the prove, present it to the world. If u don't, shut up! It's good to see that the Dutch war correspondent A. Karsteren completely disagrees with Koopman on this point.
The second point is actually more relevant. Koopmans complains that the Dutch media copies the news from world press agencies without questioning their storylines. Duuuh! That's been going on since ages. Dutch media companies are seen more as followers (copycats) than news innovators. Nothing new so far.
But I understand what Koopmans is trying to say. He says that the media gives too much a black and white vision of the conflict. You have to see it more 'genuanceerd' (balanced). The indians aren't so holy as they pretend to be. There are other voices in Bolivia who oppose Morales' policy as well (other indians) but distance themselves from the violent actions of the Cruceiros and show their disagreement thru non-violent protests. Only you don't read/hear about them in the media. Actually more or less the same problem the “critical globalisation movement” (anders-globalistische beweging (movimiento de globalicriticos) is currently facing with. Koopmans is actually critical on how the media deals with this topic than who in Bolivia is right or wrong.
So I share more or less Koopmans critisism on that news should be more balanced, and Morales shouldn't be automatically be seen as the savior of the nation (he too made some errors). But I ask myself also the second question:
To get a balanced view in such a polarized society, you need to do some hard digging, to understand and see which groups are genuine in their beliefs/actions (and serve the common interest) versus those who say they want change peacefully (but demonstrate in their actions the opposite). In short who will be the winners and losers in the new governments plans. Such investigation is very interesting but needs a lot of research and unfortunately for journalists it doesn't get the airplay they deserve (for reasons like the complexity of the problem, national/economical interests or simply the viewers don't care).
Yesterday I spoke to a Dutch journalist who tried to make the public aware why the Dutch are still in some way responsible for the current racism in their Caribbean colonies. Interesting topic, but the mainstream media isn't interested to show her research on TV, because the current national mood right now is 'we've done enough for the foreign immigrants' and 'what's done in the past, is done'. End of discussion. So sad, because the topic in itself can be of great value to close the gap a little between “los blancos y los negros”. So now the journalist has to find another platform to start the discussion for 'healing' (I can't think of better word right now) between the two groups.
Such balanced and analyzed research / news is necessary to prevent further polarization. This is something what Ojala, through her blog, can do for the Bolivian people and those who are interested in the matter. The way Morales presented his plan and how he wants to implement it, may not be qualified as good diplomacy, but it is sure a lot better than what the opposites have to offer. If we can show and convince the public that (without pointing fingers of blame), we do attribute to their and our cause in uniting movements “para un mundo luchando por justicia y paz”......

Ik ben erg blij met het feit dat Bolivia in de aandacht komt in Nederland. Ik woon nu bijna twee jaar in Bolivia en ben het met de mensen hier eens dat er grote ontwikkelingen gaande zijn, die van belang zijn op wereldniveau niet alleen in Latijns Amerika.
De manier waarop er bericht wordt echter, laat veel te wensen over. Ten eerste dat Evo Morales geen of wel indiaan is. Wat is nou precies een indiaan? Indiaan zijn is vooral een kwestie van identiteit, die je zelf kiest. Ik heb bijvoorbeeld zelf Poolse en Franse wortels maar ik erken de Poolse kant veel meer dan de Franse: identiteit is niet alleen een kwestie van achtergrond maar vooral een kwestie van keuze. Voorheen wilde niemand in stedelijk Bolivia indiaan zijn, nu noemt iedereen die ook maar een inheemse overgrootoma heeft, zich inheems. Zelfs westerse toeristen die met een poncho rondlopen wanen zich indiaan.
Dat niemand ooit Evo Morales Aymara heeft horen spreken, of dat hij nooit in een inheemse gemeenschap heeft gewoond, is onzin. Als je niet weet waar je het over hebt zeg dat niets, en al helemaal niet op tv! Hij komt uit het departement Oruro uit een klein stadje, en spreekt wel degelijk Aymara, ook al spreekt hij deze taal niet publiekelijk. Ik ken zelf iemand die een interview heeft afgenomen met Evo, in Aymara. Ook heeft hij in een 'gemeenschap' gewoond in de subtropische Chapare.
Wat is de criteria om 'indiaan' te zijn? Dat hij bruin is? Dat hij een inheemse taal spreekt? Dat hij altijd in een poncho rondloopt? Het woord 'indiaan' zelf is denigrerend en stamt af uit de koloniale tijd. Inheems is het woord dat ze zelf gebruiken dus ik stel voor dat we dat woord overnemen.
Waar ik het wel mee eens ben met de heer Koopman is dat er weinig kritisch wordt gekeken naar Evo Morales en dat zoals altijd de media klakkeloos globale berichtgeving overnemen. Maar wat is de inhoud daarachter? Het is duidelijk dat hij geen enkel verstand heeft van Bolivia, ik begrijp dan ook niet dat hij op tv komt met dit soort onzin.
De polarisering in Bolivia is inderdaad gebaseerd op een klassestrijd, hoewel Bolivia in een POSTKOLONIALE tijd leeft, duurt de kolonie voort in het oosten van het land. Mensen die een half miljoen hectare hebben opgekocht tijdens de militaire dictatuur in de jaren 70 en dit land niet willen opkopen, duizenden hectaren die niet worden bewerkt terwijl de inheemse bevolking geen enkel lapje grond heeft. Er is een grote machtsstrijd ontstaan tussen de nieuwe inheemse regering en de machthebbers in het oosten: elk controleert de media in hun eigen deel van het land, waardoor de mensen zelf nauwelijks geinformeerd zijn en uitsluitend een kant van het verhaal horen.
Evo Morales is wel degelijk op weg om een socialistische staat te ontwikkelen, communistisch misschien zelfs, maar buiten de romantiserende ideeen van rijkdom verspreiden onder de armen, gaat er heel veel mis met deze regering. Goed lopende bedrijven in het oosten worden gesloten en inheemse mensen worden op hun plaats gezet. Helaas wordt er hierbij niet gezocht naar bekwame professionele inheemse mensen maar vriendinnetjes, ooms en tantes. In dit opzicht doet deze regering precies hetzelfde als voorgaande regeringen. Dit heeft als gevolg dat in korte tijd, deze goedlopende bedrijven naar de grond worden gewerkt: bedrijven wier belastingsinkomsten zeer welkom zouden zijn om de arme bevolking te helpen.
De inflatie is enorm gestegen omdat de economie niet wordt gecontroleerd. Het grootste deel van de actieve economie is namelijk gevestigd in het oosten, wat zogenaamd 'koloniaal' is. Dus gaat men aldaar hun eigen gang en drijven ze de prijzen op naar hartelief. Deze gebrek aan controle heeft niet alleen invloed op de rijke minderheid, maar ook op hardwerkende, zelfs de inheemse mensen aldaar. Dit werkt verdere polarisering alleen maar in de hand. Zowel de machthebbers in Santa Cruz als de regering in La Paz spelen hele hoge kaarten en willen geen of nauwelijks consessies doen. Hierdoor staan de snaren zo strak gespannen en loopt het zo nu en dan uit de hand, zoals onlangs in Pando en Santa Cruz.
Maar of de regering nou goed of slecht is, na eeuwenlange onderdrukking voelt de inheemse bevolking in de hooglanden voor het eerst dat ze vertegenwoordigd worden, en dat ze ook kennis in pacht hebben. Het is voor Bolivia het begin van de verandering, er is nog een lange weg te gaan maar de verandering is in gang gezet.
Dit zijn lange termijns processen die direct te maken hebben met de gevolgen van de kolonie: wij als voormalige koloniale macht mogen daar onze lessen uit leren.

Ook ik ben erg blij met de belangstelling vanuit NL voor Bolivia. Ik woon zelf inmiddels 4 jaar in Santa Cruz.
Ik heb je reactie gelezen en begrijp niet waarom je schrijft dat de kolonie voortduurt in het oosten van het land. Kolonie van wie dan? Het klopt dat er in het oosten van Bolivia meer mensen van Europese afkomst wonen dan in het westen, Santa Cruz is ook gesticht door de Spanjaarden enkele honderden jaren geleden. Maar nakomelingen van deze zelfde Spanjaarden hebben gevochten tégen de Spaanse kroon aan de zijde van Simon Bolivar vóór onafhankelijkheid van Bolivia ......
De voorouders van mijn Boliviaanse vrouw zijn van Spaanse afkomst. Mijn vrouw is in Bolivia geboren en voelt zich 100% Boliviaanse. Mijn dochter is 3 weken geleden geboren in Santa Cruz, en is Boliviaanse.
In de jaren 70 en daarvoor gaf niemand in La Paz een stuiver voor het oosten van Bolivia. Al het overheidsgeld werd bleef in het westen van het land. 50 tot 60 jaar geleden was er nog geen straat geasfalteerd in Santa Cruz, terwijl Cochabamba en La Paz al veel verder waren in hun ontwikkeling.
Waar de bevoling nog echt werkt onder erbarmelijke omstandigheden is in de mijnen van Potosi, in het westen van Bolivia.
Ik begrijp ook niet waarom je schrijft dat men in het oosten naar hartelief de prijzen opdrijft. Omdat de economie niet gecontroleerd wordt? Prijzen stijgen oa door schaarste en die schaarste in de afgelopen tijd ontstaan door de wegblokkade´s (of deze nou van rechts of van links kwamen) en ernstige dieseltekosten in het oosten van het land. Waar in het westen vrijwel nooit een dieseltekort is kampt het oosten van Bolivia met grote dieseltekorten. Geen diesel is niet werkende landbouwmachines, en als de machines niet werken kunnen ze niet oogsten en onstaat er schaarste wat de prijzen opdrijft. Door de huidige blokkades van de MAS aanhangers (partij van Evo Morales) kost een liter benzine op de zwarte markt in het departement Beni 20 bolivianos, ruim 4 x zoveel als de normale prijs. Aan de pomp is geen druppel meer te krijgen. Dit zal de inflatie nog verder doen stijgen.
Ik ben met je eens dat het niet relevant is in hoeverre Evo Morales een indiaanse president is. Wat denk ik wel relevant is om te noemen is dat in het oosten van Bolivia (bijna 2/3 van Bolivia is tropisch laagland) er inheemse groepen indianen leven (guaranis, guarayos, moxenos, ayoreos etc etc) die helemaal niets met Evo hebben en zich niet door hem vertegenwoordigd voelen. Dus alle ´indianen´ over 1 kam scheren kan niet.
Verder baart de bemoeienis van Chavez me zorgen. Chavez heeft gedreigd met militair ingrijpen, Chavez stuur bakken geld en materieel naar Evo, Evo zoekt dezelfde handelscontacten als Venezuela (Rusland, Libie en Iran) etc etc. Bij iedere bijeenkomst gaat ook het linkervuistje de lucht in bij Evo en ministers, hetgeen een symbool is van communisme. Bolivia moet zeker socialer worden, maar niet communistisch in mijn mening.
Evo Morales zou er goed aan doen om een president te zijn van het hele land, en niet alleen van de inheemse bevoking oorspronkelijk afkomstig uit het westen.

Beste Gijs,
dank voor informatie, ik denk dat alle lezers hier wat aan hebben. Helaas ben ik te weinig geinformeerd over de situatie in het oosten. Om een redelijk volledig beeld te krijgen van de situatie in Bolivia zou je eigenlijk de krant in het Oosten moeten lezen, de krant in het Westen, en geinformeerde mensen moeten spreken uit beide regio's. En dat neemt nogal wat tijd in beslag!
In zekere mate duurt de kolonie inderdaad voort in het Oosten van het land, als je bijvoorbeeld kijkt naar Ayoreo's die na twee weken onvermoeid boskappen twee dollar verdienen, en als je kijkt naar de enorme macht van een klein groepje grootgrondbezitters met oud geld. Deze groep komt regelmatig samen en zij zijn degenen die de media controleren en de eigen bevolking opstoken tegen de regering, terecht of onterecht. De eigen bevolking van Santa Cruz lijkt te moeten kiezen tussen twee kwaden: een groepje grootgrondbezitters in eigen regio die onder het mom van 'zij willen alles van ons afpakken' vooral voor hun eigen hachie gaan, of een socialistische regering die in naam van heel Bolivia vooral hun eigen hooglandbevolking willen helpen.
Het is interessant wat je zegt over de jaren 70 in Bolivia, dat er nog geen straat was geasfalteerd in Santa Cruz. Hier wordt juist gezegd dat de laatste regeringen (o.a. Sanchez de Lozada en Carlos Mesa) bijna alle inkomsten naar het Oosten heeft laten doorsluizen en dat het nu tijd is om in de hooglanden te investeren! Dit voorbeeld laat denk ik goed de polariteit zien tussen de verspreiding van informatie in Oost en West Bolivia.
Even over de spaanse kroon en het einde van de koloniale tijd: de republiek was een eerste stap in de juiste richting, maar betekende absoluut geen onafhankelijkheid van de eigen bevolking. Uiteindelijk was het uitroepen van de republiek Bolivia een kwestie van Spanjaarden die zich af wilden scheiden van andere Spanjaarden. Ik woon zelf ook in het Titicacameer, waar de Aymara bevolking in de vroege jaren 50 nog werkten als slaven: 12 uur per dag het land bewerken, schapen en koeien herden, en als een schaap stieft voor welke reden dan ook, moest de 'indiaan' betalen. Niet betalen betekende stokslagen. Pas na 1953 met de agrarische revolutie kan men hier spreken over onafhankelijkheid, en heden ten dage in sommige delen van Santa Cruz zijn er nog steeds mensen met oud geld en grote lappen grond die inheemse slaven in dienst hebben. Dus de koloniale tijd, hoe sterk verminderd dan ook, duurt wel degelijk voort. Overigens doet dat niets af aan het feit dat mensen met Spaans bloed nu Boliviaan zijn, dat is een geheel andere kwestie.
Interessant dat de inheemse bevolking in het Oosten de huidige regering niet steunt. Bij hen komt er wellicht geen enkele positieve informatie binnen over deze regering, net zoals in de rurale gebieden op de hoogvlakte, geen enkele negatieve informatie binnen komt over deze regering. Er zijn maar weinig mensen in Bolivia die goed geinformeerd zijn over de situatie in het land en daardoor een goede mening kunnen vormen. Hier zeggen indigenistas dat ze ook aan het strijden zijn voor de inheemse bevolking in het Oosten, maar wat Gijs al zegt, in de realiteit steunt Evo Morales de bevolking in het Oosten bijna op geen enkele manier. De overstromingen van afgelopen zomer hadden moeten worden uitgeroepen tot nationale ramp, maar wat deed Evo? Niets. Er is weinig transparentie binnen de huidige regering: de echte motivaties worden nauwelijks naar buiten gebracht.
Een van deze onzichtbare beleidspunten heeft met Chavez te maken: Venezuela zal als het nodig is zelfs militaire steun geven tegen de oppositie van de Boliviaanse regering, strooit met geld voor sociale projecten, en wat krijgt hij ervoor in de plaats? Contracten om de olievoorraden te kunnen gebruiken, die volgens sommigen zelfs groter zijn dan de voorraden in Venezuela. Met wat populistisch gestrooi met geld denkt Chavez de grondstoffen van Bolivia te kunnen overnemen, want Venezuela heeft de knowhow en Bolivia niet. Saillant detail is hierbij dat Evo op deze manier precies doet wat hij bekritiseert, namelijk anderen hun natuurlijke grondstoffen laten gebruiken. Of heeft hij andere plannen? De tijd zal het leren.
Persoonlijk denk ik dat een communistisch model zoals Evo lijkt te ontwikkelen, het land niet vooruit zal helpen. De inheemse bevolking in de hooglanden worden met ongerichte steun van de regering, gestimuleerd om hun handje op te houden en niet te werken. Dat terwijl het juist NU het moment is om zich te verenigen en hard te werken voor een betere toekomst. Maar zoals ik al voorheen zei, het zijn zeer langetermijnsprocessen die nu in Bolivia naar buiten komen. Spanningen die 500 jaar terug gaan komen nu naar buiten. De tweede wereldoorlog heeft Nederland ook twee generaties gekost voordat Nederlanders pas weer respect kreeg voor de Duitsers: hoe lang zal het voor de inheemse bevolking in de hooglanden duren voordat ze de Spanjaarden vergeven voor 500 jaar genocide en onderdrukking?
Al met al, lijkt het me van het grootste belang om meer inhoudelijke informatie uit het Oosten van het land uiteen te zetten. Bedankt hiervoor Gijs.
Hi Tom, het klopt dat er enkele mensen veel grond hebben in Santa Cruz, maar het is niet zo dat zij zoveel invloed hebben dat de mensen in Santa Cruz als makke schaapjes achter deze mensen aanlopen. De regering pompt miljoenen in propaganda filmpjes die ook zéér veel in Santa Cruz worden vertoond. Toch heeft 86% van de bevolking hier vóór autonomie gestemd. Het autonomie proces is al jaren geleden gestart en alleen versneld door het centalistische beleid van Evo Morales.
Misschien zijn de Ayoreo indianen te vergelijken met de mijnwerkers uit Potosi? Beide verdienen zéér weinig en de arbeidsomstandigheden zijn zeer zwaar. Net zoals er in het oosten van Bolivia oud geld zit is dit ook zeker het geval in het westen van Bolivia. Daar zie ik weinig verschil tussen. Naast oud geld is er nu ook enorm veel drugsgeld in omloop, maar dat is een ander verhaal .....
In de tijd dat er in La Paz en Cochabamba al flatgebouwen stond was Santa Cruz nog echt een dorp. Dit dorp heeft zich nu ontwikkeld tot de economische motor van het land. Steeds meer mensen uit het westen trekken naar het oosten toe. De lonen ligger hoger, er is meer werk, er is een betere toekomstverwachting. In plaats het economische model van Santa Cruz te kopiëren wordt het stukgemaakt door de regering door dieseltekorten, export moeilijker te maken etc etc.
Klopt, de Spanjaarden wilden zich afscheiden van de Spanjaarden, en waren dus geen kolonie meer van Spanje. De voorouders van mijn schoonouders kwamen uit Spanje. Dat waren zeker geen grootgrondbezitters maar boeren. Mensen die 12 uur per dag het land bewerkten en vee hielden en zo een bestaan hebben opgebouwd. Er zijn in Santa Cruz zeer rijke mensen, maar dat geldt ook voor La Paz. Dat er in het oosten inheemse slaven zijn betwijfel ik. Ik denk dat er zowel in het westen als in het oosten mensen zijn die een héél laag inkomen hebben. Soms misschien zelfs geen inkomen en alleen eten en onderdak, maar waarom zou dit alleen in oosten voorkomen?
Ik weet niet of Chavez uit is op de grondstoffen van Bolivia. Ik denk dat Chavez een narcist is die zichzelf graag de geschiedenis in ziet gaan als een grote held. Hij droomt van een groot Bolivariaans rijk waar Bolivia deel van moet uitmaken. Meer Latijns Amerikaanse landen bewegen naar links, maar ik zie liever Lula links dan Chavez links.
Communisme heeft al bewezen niet te werken. Inderdaad de inheemse bevolking wordt gestimuleerd de hand op te houden. De duizenden campesinos die nu (deels gewapend met geweren!!) Santa Cruz omsingelen worden indirect betaald door de regering. Een zeer slechte zaak. Een paar uur geleden is de pers naar de protesterende campesinos gegaan om te filmen, enkele journalisten kwamen gewond terug. Dit komt omdat de Evo continue de pers aanvalt en betitelt als de vijand. Ook is net bekend geworden de helft van de stad Trinidad zonder electriciteit zit, dit komt omdat er geen diesel meer is (electriciteit wordt opgewekt met generators) door de blokkades.

You may have heard about the political problems Bolivia is
undergoing in the news. It seems this country makes the news
a lot lately. Many of you have requested a brief explanation
of what is really going on here so I'll try to give you a
summary:
Culturally, Bolivia is like two countries in one. The
Western Andean and valleys region's population is mostly
Aymara and Quechua, Tiahuanacota, and others who are either
descendents of the Incas, or were conquered by them.
Bolivia's Eastern tropical region is mostly made up of
Amazon tribe cultures like the Guaran�, Ayoreo, Moxos, and
over 30 others which have nothing in common with the Andean
cultures.
When the Spanish and Portuguese split up South America for
conquest, they used geographic lines (such as rivers and
mountains), and not these important cultural lines. Thus,
there has always been a certain degree of animosity between
Bolivia's western Andean and eastern Tropical regions.
However, never before in the country's history have these
differences been so seriously pronounced.
In 2005 Bolivia's new president Evo Morales Ayma was elected
- the first indigenous president this country has ever had.
For many years prior to being elected, he was (and continues
to be) the leader of the "cocaleros" (Coca Growers Union).
This union has fought coca erradication for years, sometimes
very violently, with marches, demonstrations, and frequent
roadblocks (some lasting up to 40 days) which seriously
damaged roads and infrastructure, and left transporters
stranded, their cargo (including live animals) left to die
and rot in the trucks, and causing hundreds of millions of
dollars in losses to producers and exporters. These violent
confrontations also left several people dead at the hands of
angry demonstrators.
Evo is very popular among Bolivia's indigenous groups which,
for centuries, have lived in poverty and have had very
little political representation. When he was elected in
December 2005 many of his supporters were also elected to
Congress. Evo's party the MAS (Movement Toward Socialism)
has since begun an aggressive campaign to re-write Bolivia's
constitution to include these often-forgotten indigenous
groups and provide laws to ensure their economic, political
and human rights.
The problem is, this constitution was written by Evo and his
supporters inside a military barracks, not in Congress. When
representatives from other political parties and regions of
the country found out the location had been changed, they
did everything possible to arrive in order to participate in
this very important event. Evo's supporters surrounded the
army barracks, and would not allow representatives from
other regions and political parties to enter and some of
them were beaten - thus no other political party was
involved in writing this new national constitution. This is
where the real problem begins - because there is actually a
lot of support from other regions for inclusion of the
indigenous groups in the constitution - after all, nearly
65% of the country is indigenous, although less than 25% of
the country's population is truly one hundred percent
indigenous. Most of Bolivia's population is mestizo (a
mixture of indigenous and Spanish, or other cultures).
In addition, Evo's government confiscated and nationalized
the country's oil and gas industry and companies, and has
announced and begun the nationalization of other industries
like telephone companies, and soon all water and electric
companies, and even some banks. He also cut the income of
these eastern regions by nearly 85%. And while the royalties
from oil and gas that are returned to Santa Cruz have
actually doubled in the past two years, the government has
not actually sent much of this money back to the state
coffers and has frozen the state's bank accounts. In the
meantime, Santa Cruz is flooded with new immigrants, at a
rate of over 200,000 per year who come from areas like La
Paz, Potos�, Oruro, and Cochabamba in search of work.
There has been much opposition to this, especially from
Bolivia's eastern region where most of the oil and gas,
agriculture and cattle ranching, and exports are
concentrated. In effect, the department of Santa Cruz alone
contributes 39% of the country's gross national product.
Now, I repeatedly see headlines in international newspapers
like "Bolivia's WEALTHY Eastern Regions Oppose Evo's Fight
for Indigenous Human Rights" and other similar headlines. I
believe it's important to try to see this problem from both
sides:
It is true indigenous groups in this country have had to
struggle to ensure their rights are acknowledged and
protected and it's true that changes to the constitution
were very necessary. However, a little historical background
is also necessary, since apparently international media
groups such as the Associated Press and Reuters rely upon
news stories generated by reporters in La Paz (none of whom
seem to have traveled to Santa Cruz) and they don't actually
send their own reporters to Bolivia to cover both sides of
the story.
Bolivia's WEALTHY Eastern regions have actually only been
"wealthy" for about 15 years (of Bolivia's more than 450
years of history). Historically, all of the country's wealth
has been concentrated mainly in La Paz, Potos�, and
Cochabamba, wherever silver mines were found. For over 4
centuries, very little of this wealth was distributed to the
four eastern states of Pando, Beni, Santa Cruz or Tarija and
in fact, most of this wealth was in the hands of very few
families (an example of this is the billionaire Pati�o
family that owned silver mines). In fact, the population of
Santa Cruz just 20 years ago was just over 500,000. Today,
just 20 year later it has tripled and will soon reach 2
million!
It is also true that there are some very wealthy families in
Santa Cruz - most of their wealth is from agriculture.
However, over 90% of the population of Santa Cruz is NOT AT
ALL wealthy and in fact, MOST of the population of Santa
Cruz, Beni, Pando and Tarija live in abject poverty.
The struggle begins with the writing of a new constitutions,
includes other arguments and problems involving the economy,
and culminates in a serious all-out fight for the IDH (oil
and gas royalties). Why are these so important? Because all
oil and gas royalties are sent first to the central
government which then decides how to disperse this money
among the country's nine states. And while less than 15% of
what Santa Cruz sends to the central government is sent back
to the state, it's has the fastest growing population in the
nation, and most new immigrants are from the West. This
doesn't sit well with cruce�os of ANY economic background,
whether they be wealthy or not. They feel their state is
generating most of the country's income at this moment, and
that once again, very little of it is returned back to them.
They feel that over nearly 500 years of history, the state
of Santa Cruz has always been ignored by the government.
In addition, President Morales called for a national
referendum on August 10th to either ratify him or end his
term in congress, but also included the prefects
(governors). He was ratified by 67% of the population, but
the governors of the 5 states that oppose him were also
ratified, most with nearly 80% of the vote.
The problem is, that during this vote (in which hundreds of
international impartial observers participated at voting
stations) there were many irregularities - just in the
department of Santa Cruz alone over 200,000 people voted for
Evo who are not listed in civil records (they were on the
voting lists, but do not exist and have no birth
certificates on record). In addition, in Santa Cruz and in
other states there were cases in which foreigners
(Venezuelans) were in charge of voting tables, in which
foreigners (Venezuelans and Cubans) voted as if they were
Bolivian citizens, and in which many dead people voted as
well. In other cases, when people arrived to vote, they
found someone else had already voted in their name.
So the struggle begins and Santa Cruz has been joined by
Beni (huge agricultural and cattle ranching region) and
Pando (the most highly forgotten and ignored of all nine
states throughout history) and Tarija (Bolivia's wine
country and also an oil and gas region). These 4 states have
been called the "Media Luna" (or "half moon") and make up
over half the nation's territory.
Dialogue between state and national leaders has ended in
failure many times and the political situation here in
Bolivia has gotten more and more serious as time goes by,
especially with announcements by the government that on
December 7th yet another national referendum will be held,
this time to ratify the new constitution written exclusively
by representatives of the MAS, to the exclusion of any other
region's representatives. This has rocked the political boat
to such a point that some analysts are saying civil war is
imminent in Bolivia.
The five eastern states have set up roadblocks and
threatened to take oil and gas fields back. They have also
declared the call to a new referendum on the constitution
illegal (as did the National Electoral Court - a president
cannot rule a country simply by writing up one decree after
the other with no consultation in congress). They also want
the December referendum to pass the new constitution to be
put on hold until the voter's registration records can be
cleaned up, for obvious reasons. These states believe that
Evo Morales is quickly on his way to becoming a totalitarian
dictator.
In the meantime, thousands of members of Evo's political
party the MAS have now stated they will surround the
congress again and will not allow opposition senators to
enter - in order draft a new LAW that would allow the
December referendum on the new constitution to be legal, and
thus to be held. They have also declared they will surround
the city of Santa Cruz beginning September 16th and will cut
off all roads and supplies to this city in an effort to
obligate the population of this region to bend to their
will.
Small spots of violence have erupted in Santa Cruz, Beni and
Tarija and the government has sent hundreds of troops now to
militarize these areas. This only inflamed the population of
the eastern states more, since they believe the military,
instead of being used to keep the peace, is being used to
repress the people.
It's a push-me-pull-you situation that seems will have no
easy ending. At this time, dialogue between the national and
state representatives will probably not occur again unless
an impartial international agency can be found to mediate.
The Organization of American States was called to mediate,
but it's sincerity has been called into question since its
strong ties to the Venezuelan government were discovered.
The Catholic Church has offered to mediate but President
Morales recently stated that the Catholic Church is an
institution of the Spanish conquest and that the church
should be thrown out of Bolivia. The embassadors of several
European governments have offered to mediate, but those
offers has also been rejected by the government.
Eastern states continue to fight for Autonomy (over 75% of
the population voted pro autonomy on May 4th). This is not a
separatist movement, as many reporters have stated. It is a
movement to change Bolivia's centralist system to one that
is similar to the U.S. system in which some taxes are sent
to the federal government, but each state also retains
control of its own budget. I guess you could say it is
similar to federalism (the U.S. system) but isn't quite
federalism yet.
At this time, all we can do is wait to see what Bolivians
will decide for themselves. It's very very sad to see all of
this happening. Bolivia has never been so divided as it is
today. Neither side seems willing to budge in its position
and many believe that this is the most serious fight to
regain democracy in Bolivia and that if democracy is lost
this time, it may be a long time before this country will
have a democratic government again.
